The project TechFlow Mission Support (EMI Services) is hiring a Site Safety and Health Officer (SSHO) to support base operations at a naval base in San Diego, CA.

Position Overview:

The project requirements are to furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators, and other items necessary to provide recurring and non-recurring maintenance and repair services for various facilities and equipment for various facilities services at several Naval and Marine Corps Installations located in Arizona, California, Colorado, New Mexico, Nevada, and Utah.

Services include Facility Management, Facility Investment, Custodial Services, Pest Control, Grounds Maintenance and Landscaping, Pavement Clearance, Chiller, and Electrical. Maintenance requirements include Preventative Maintenance, Corrective Maintenance, Incidental Repairs, Service Orders, Emergency Service Orders, Urgent Service Orders, Routine Service Orders, Grounds Maintenance, Pest Control, Custodial Services, Pavement Clearance, Pool Chemical Maintenance, Corrosion Maintenance, and Vertical Transportation Maintenance.

Responsibilities:
  • Ensure that the requirements of 29 CFR are met for the project.
  • Establish, update, and maintain Contractor's Safety and Health Program.
  • Perform safety and health duties in accordance with the Accident Prevention Plan.
  • Provide Activity Hazard Analysis for work to be performed.
  • Identify, document and correct unsafe site conditions in coordination with site
  • Provide job safety training such as lockout/tagout
  • Ensure proper personal protective equipment (PPE) has been identified for each job to be performed
  • Conduct regular inspections on proper usage of PPE and condition of PPE
  • Supervise and administer safety and health activities
  • Provide assistance to supervisors in selecting daily toolbox safety topics
  • Perform safety inspections
  • Provide remedial training when unsafe acts or conditions have been identified
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work.
Requirements
  • The SSHO must meet the requirements of EM 385-1-1 Section 1
  • The 30-hour OSHA General Industry safety class (may be web-based training if the student is able to directly ask questions of the instructor by chat or phone) OR
    • As an equivalent, formal construction or industry safety and health training covering the subjects of the OSHA 30-hour course and the EM 385-1-1 [see Appendix A, Paragraph 3.d.(3)] applicable to the work to be performed and given by qualified instructors - may be web-based training if the student is able to directly ask questions of the instructor by chat/phone).
  • The SSHO's training, experience, and qualifications shall be as required by EM 385-1-1 paragraph
    • Must have completed the 30-hour OSHA Construction safety class or equivalent and maintain competency through 24 hours of formal safety and health-related coursework every four years.
    • Five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity or three years of experience if he possesses a Certified Safety Professional (CSP) or safety and health degree
    • Five (5) years of continuous construction industry safety experience in supervising/ managing general construction (managing safety programs or processes or conducting hazard analyses and developing controls), OR
    • Five (5) years of continuous general industry safety experience in supervising/ managing general industry (managing safety programs or processes or conducting hazard analyses and developing controls), OR
  • If the SSHO has a Third-Party, Nationally Accredited (ANSI or National Commission for Certifying Agencies - NCCA) SOH-related certification, only 4 years of experience is needed. > See Appendix Q for list of certifications.
  • Working knowledge of The Joint Commission, National Fire Protection Association (NFPA), Unified Facilities Criteria (UFC), and American Society of Heating, Refrigeration, and Air-Conditioning (ASHAE) requirements
  • U.S. Citizen
Clearance Requirements:
  • Current U.S. Security Clearance, or ability to obtain and retain a U.S. Secret Security Clearance
  • Will be required to obtain and maintain a Common Access Card (CAC)
  • Must at a minimum either have or able to obtain a favorable National Agency Check (NAC)

  • Prefer active certification as a Certified Safety Professional
