Overview

In this mission-critical role, the Division Proposal Manager provides a single point of contact for proposal process and execution of all proposals for the Division supporting program managers, business development, and account managers to provide responsive, compliant, and compelling proposals to customers. Tasks include:

  • Analysis of RFQ/RFP requirements and coordination with program management and business development to construct strategic and tactical proposal approach, schedule, and activities required to meet proposal delivery dates.
  • Management of proposal development and delivery by coordinating departmental or cross functional teams and crisp execution of the proposal approval process.
  • Analyzes and develops operational processes, escalation procedures and training for improving service delivery and win rate.

Responsibilities

Major Duties & Responsibilities:

  • Work in conjunction with Business Development and Program Management to develop and execute capture strategies.
  • Responsible for development of the entire win strategy including win themes, solutions development, competitive assessments, shaping strategy, teaming strategy, Price-to-Win, pricing strategy, and bid/no-bid recommendations based on collective intelligence.
  • Managing and tracking the effective execution of capture pursuits, following the business development process and phase gates, tracking performance to cost and schedule, and communicating ongoing capture status to leadership.
  • Continuously develop or fine tune capture/proposal process.
  • Develop and maintain quality relationships with internal and external customers and partners.
  • Shape opportunities and our position throughout the opportunity life-cycle to increase probability of win through every phase of the growth lifecycle.
  • Ability to lead projects and manage cost, schedule and technical performance.
  • Ability to lead and drive high performance teams across engineering programs, with a strong focus on teamwork, capture execution and rigor, customer satisfaction, and speed.
  • Track quotes and proposals from the initial request to the review and approval of the Purchase Order.
  • Analyze requests for Information, requests for quotes, and requests for proposals to determine who needs to provide input to the quote.
  • Strong experience in developing proposal compliance matrix across all component elements including SOW and specifications.
  • Oversee receipt of RFQs working with proposal coordination team to ensure administrative tasks are completed expeditiously, and proposal effort can be launched.
  • Analyze RFQ content and establish plan of attack. Coordinate with PM to ensure all estimating elements are identified and addressed in the plan.
  • Lead development of LCM Phase 2A review and proposal approval packages in accordance with LCM and Phase Gate approval requirements.
  • Develop accurate presentations and reports to support internal management and customer reviews.
  • Monitor and status completion of required LCM artifacts in support of Phase 2A reviews.
  • Support and/or prepare basis of cost estimates, provide pricing rationale and recommendations supporting quotations for development, production, and follow-on contracts.
  • Assemble, review and incorporate the inputs from the functional organizations.
  • Monitor proposal development schedule progress and address overall on-time to promise delivery to achieve 98% or better delivery success.
  • Prepare monthly bid and proposal summaries for management review.
  • Establish the customer expectations of when they should expect to receive the quote, and ensure quotes are delivered on time.
  • Coordinate B&P budget management with BD Director.

Other Duties and Responsibilities:

  • Coordinate action amongst multiple business functions for the successful execution of key business processes and customer/client satisfaction.
  • Review the draft and final versions of the quote to ensure that functional input has been included, accuracy has been checked, quality and staffing financial considerations have been made, and technical ability has been evaluated to ensure the task can be completed, any potential issues are highlighted, and that the quotes align with costs for past performance.
  • Ensure proposal compliance to bid instructions, FAR regulations and corporate policies.
  • Facilitate hand off of program to Program Management after the purchase order has been received and accepted.
  • Facilitate Lessons learned and After-Action Reviews of large proposals or proposals that encountered issues. Debrief these with the proposal team and incorporate improvements into the process as appropriate.


Qualifications

Minimum:

  • Bachelor's Degree.
  • 11+ years of experience in business development, program management or capture management.
  • 6+ years of experience managing multi-disciplinary teams relevant to the DoD industry.
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license).
  • Ability to obtain and maintain a Security Clearance.

Preferred:

  • Masters Degree in a Technical field.
  • Experience in developing and maintaining effective internal and external business relationships with clients and industry partners.
  • Experience with successful execution of complex, multi-year capture efforts, including strategic planning, teaming, proposals, market and competitive assessments, and price-to-win analyses.
  • Ability to show expertise in the business development life cycle and solution selling methodologies.
  • Ability to communicate and articulate activities effectively to the capture teams and ensure efficient execution.
  • Ability to lead teams and stakeholders throughout the capture process.
  • Familiarity with Sales Force.
  • Basic understanding of RF subsystems.
  • Excellent presentation, people skills and communication.

Salary Range: $138,000 - $236,000 annually. Employees may be eligible for a discretionary bonus (% target based on company performance / leadership) in addition to base bay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. Annual bonuses are designed to reward individual contributions as well business results.
